rice has been caught up in this drama over the benghazi conflict and the deaths of americans in the assault on the u.s. consulate there. while susan rice was not responsible for security of the consulate, she did go on sunday shows and talk about the u.s. response there and she has been accused of deliberately mischaracterizing what happened. all sides -- or the white house has adamantly insisted and she has insisted that she in no way deliberately mischaracterized what happened. she was reading from unclassified talking points and nonetheless this has been caught up in a back and forth and, wolf, if i may, i'm going to read from part of her statement, her letter to the president and what she wrote in part, i am now convinced that the confirmation process will be lengthy, disruptive, and costly to you and to our most pressing national and international priorities. that tradeoff is simply not worth it to our country. the secretary of state may never be politicized. she says, i look forward to building on progress in your second term which seems to leave the door open to the po

on capitol hill today in hearings on the deadly attack on the consulate in benghazi. this morning, all eyes were on committee chairman john kerry who's widely expected to succeed hillary clinton as secretary of state. he was quick to point out congress should take some blame for what happened in benghazi. >> i want to be krystal clear about something else. congress, also, bears some responsibility here. congress has the power of the purse. adequately funding america's foreign policy objectives is not spending. it's investing. >> this morning's hearing marked by sharp questioning by republican senators. >> secretary clinton just sent up a notification to congress asking for $1.3 billion. why did she never ask for any notification or change of resources to make sure benghazi was secured? >> we are in a situation where the middle east is evolving. democracies are growing. militaries are forming and we must look at each and every one of those sites and every one of our posts and reexamine it under a new normal. >> you were aware of the security risk there. we have read the cables. you were full

the benghazi controversy. what can we expect? susan estrich, a professor of political signs at usc, does it matter that john kerry was not the president's first choice? >> it doesn't matter at all. the issue with kerry from the get-go was not confidential or qualifications, not loyalty to president obama after all. he endorsed him in the primaries, the issue was a guy named scott brown, who is a former republican senators from massachusetts, narrowly lost his race to elizabeth warren and now what we'll have, there will be a temporary appointment and a special election in massachusetts. and, scott brown, notwithstanding my home state is democrat, is leading all the democrats, and the issue with kerry, it would cost a democratic seat, likely in the senate. >> rick: i want to go back to the idea the president badly wanted sutures rice to be the next secretary of state and made no secret about it and she had to go and withdraw her name from consideration. now, assuming john kerry wins confirmation, we'll talk about the process in a minute, does it matter if a secretary kerry is sitting down

. on the downside, you see what's happening with the benghazi affair. she's likely to have a bruising confirmation process. some republican senators said they might hold up her nomination. that could drag out a while. john kerry, on the other hand, would be easily confirmable. you see the senators are encouraging president obama to nominate him. senator kerry also has a lot of world stature, has relationships with many world leaders. he's seen as someone who could help build on those relationships to further foreign policy and also senator kerry also, as chairman of the foreign relations committee, very popular chairman, has a lot of diplomatic experience. president obama has used him you know out of a quasi unofficial envoy to go and talk to leader in trouble spots like afghanistan, pakistan, and syria at one point. on the negative side, senator kerry's not seen as someone who is as close and enjoys the same close relationship with president obama that embassy rice does. he's not seen as being in that inner circle. and that's a problem former secretary colin powell had. >> he may have gotten clos
immediately following what happened in benghazi and trying to explain that on behalf of the administration. when she went up to capitol hill to meet with lawmakers the visits backfired. they raised a lot of questions and she was there to try to answer them and try to assuage concerns, that was true with senator susan hollins of maine, a republican but a moderate and that was seen as very troubling in all of this process. some critic also say, don, that without the nomination, she was left twisting in the wind but there's also this sense that president obama has a whole lot on his plate. he's obviously involved in this fight over the striking a deal on the fiscal cliff, and then going into next year, a lot of goals obviously to follow on that entitlement reform, spending cuts, tax reform and don't forget immigration reform is also a priority, so i think there was a sense that do you really spend all of this political capital on this fight when there's so many other things to do. >> and so she referenced that as well in her letter that she put out yesterday. alyse, you cover the state depart
